For Kennedy, lunch began with soup

The JFK Library describes Kennedy as particularly fond of New England fish chowder. Its account presents a light lunchtime pattern of soup, sandwich and fruit, and also records his liking for seafood and chocolate desserts.

Fish is the important correction here: this chowder uses cod or haddock, not clams. A gently cooked fish supper offers another route to the same seafood preference. The brownies are a home interpretation of the chocolate course, rather than an archival Kennedy recipe.
